The Standing Commission's principal functions are to make arrangements for
the International Conference and the Council of Delegates. It meets about four
times a year. The Council of Delegates comprises representatives of the International
Red Cross and Red Crescent Movement (i.e., the National Societies, the ICRC
and the Federation).
