The
Ottawa treaty
A new travelling exhibition promoting the Ottawa treaty on
anti-personnel landmines is available for loan from the ICRC.
Using powerful graphics and hard-hitting photographs, it highlights
the main obligations (victim assistance, destruction of stockpiles
and mine clearance) laid down by the treaty. The text is in
English. A Spanish version of the exhibition is also available.
It measures 19 x 2.25 metres and consists of six panels mounted
on a folding, easy-to-assemble metallic structure. Those who
borrow it are asked to cover the cost of transporting it to
the next destination.

Hard Choices: Moral Dilemmas in Humanitarian
Intervention
This volume of original essays by international policy leaders,
practitioners and scholars brings together insights into the
conflicting moral pressures present in different kinds of
interventions ranging from Rwanda and Somalia to Haiti, Cambodia,
and Bosnia. From their various cultural and professional perspectives,
the authors cover issues of human rights, sanctions, arms
trade, refugees, HIV and the media. Together they make the
case that, although there are no easy answers, moral reflection
and content can improve the quality of decision making and
intervention in internal conflicts.

Hospitals for war-wounded: a practical guide
for setting up and running a surgical hospital in an area
of armed conflict
When war breaks out, any existing health care system is rapidly
disrupted and overwhelmed. The additional burden of casualties
arrives just when the hospitals are in difficulty. This book,
based on the experience of managing independent hospitals
established by the ICRC, is intended for anyone who is faced
with the task of setting up or running a hospital which admits
war-wounded. It addresses specific problems associated with
opening a hospital in a difficult and potentially-dangerous
environment, includes guidelines on how to manage an influx
of wounded and describes a system for managing the patients
from admission to discharge.

Politics, military operations and humanitarian
action: an uneasy alliancee
by Christophe Girod and Angelo Gnaedinger
Taking Bosnia-Herzegovina as a prime example, this booklet
demonstrates that steps taken by the international community
in situations of armed conflict are less effective when the
political, military and humanitarian players involved fail
to keep to their own specific mandates. This restricts the
scope for action of each international agency and the means
to achieve the objectives of the UN Charter. On the other
hand, the impact which the international community can have
on a conflict is increased when each player acts within the
framework of a clear and specific mandate, while respecting
the spheres of competence of the other players involved.
